Background

The Association for the Advancement of Family Planning (AAFP) is a preeminent national coalition of family planning (FP) advocates in Nigeria formally registered with the Corporate Affairs Commission in August 2012 (CAC/NO 63717). It comprises organizations including networks, development projects, non-governmental organizations (NGOs), Interfaith Forums, Women Group, Ministries, Departments and Agencies, and the private sector. With a vision to see a Nigeria where access to quality family planning information and services is guaranteed, it seeks to ensure that adequate funding is made available for FP program implementation at all levels and there is accountability by all actors in the FP landscape.

Since 2010, AAFP as the leading advocacy organization in FP space in Nigeria, organizes Nigeria Family Planning Conference biennially. This is done in collaborations with the Nigeria Federal Ministry of Health, partners and other stakeholders.

Project Summary:

The United Nations Population Fund (UNFPA) is, through the Planned Parenthood Federation of Nigeria (PPFN), funding a one-off activity of Developing a Scorecard to Monitor FP2030 Commitments to be carried out by AAFP. This activity is planned to take effect between August and December, 2022. The activity seeks to track the government achievement of its commitment to the FP2030 in order to ensure that family planning interventions are properly aligned with the commitments and the progress is in the direction of the goal of the commitment. The scorecard is an integral accountability tool that will be shared across the existing family planning accountability platforms nationally. This is going to be a continuous exercise depending on the availability of fund.

Reporting & Supervision:

The position will be reporting to the Chairman, Management Committee and attention the Monitoring, Evaluation and Documentation (MEAD) Officer, AAFP.

Responsibilities

The Scorecard Development Consultant (SCD) will provide technical support in the development of the scorecard.

Primary Responsibilities:

  • The SDC will facilitate brainstorming meetings needed for the development of the score card.
  • Works together with the Project Officer and the Monitoring, Evaluation and Documentation Officer ensuring the participation of all the necessary stakeholders (all necessary stakeholders have their input captured).
  • Designs the scorecard template and share for acceptance
  • Drafts the indicators and scoring criteria for stakeholders’ input.
  • Designs the tools for data collection and also support in desks review for data gathering.
  • Supports in the analyses.
  • Makes presentation to the stakeholders
  • Submits reports to the AAFP’s Management Committee Chairman

Qualifications

Required Skills & Qualifications:

  • Bachelor’s degree required in International Development, Monitoring and Evaluation, Economic, Statistics, other relevant Social Sciences.
  • Candidate must have 5+ years general work experience and 3+ years of specific experience related to Family Planning.
  • Experience conducting data collection required, including using qualitative and quantitative techniques.
  • Excellent computer skills, particularly with Microsoft Excel, Powerpoint, and other statistical package.
  • Demonstrated experience in MEL report writing.
  • Excellent interpersonal skills and teamwork.
  • Advanced knowledge of Spoken and Written English required
  • Must have experience in development of scorecard
  • Must have a good knowledge of FP2020 and FP2030 Accountability Frameworks
